We're not really sure where this even occurred, but we can say it was the United States. The video shows a woman running from the cops in what seems to be a Honda Accord. After playing with them for a while, and we do mean playing with them, she finally stops her car. The police stops behind her and the officer step out of their patrol car with their guns drawn. The woman also steps out of their car and goes towards them. The events are obvious after this point. the cops back off, leaving the woman all the room she needs to steal their patrol car. The clip is just hilarious.
