This video shows a Japanese custom car doing a broken wheels impression. This vehicle that obviously got it's wheels setup all wrong is apparently called a VIP cruiser and managed to drive this way for 150 km. The clip's description says the car "scraped and sparked" on its way to Tokyo. We're wondering why anyone would setup its suspension this way. This car doesn't have any kind of grip nor traction as the actual rubber touching the road is not wider than the front wheel of a motorcycle.
