Civilian Stops Cop For Not Wearing A Seatbelt

This civilian tries to stop cop who driving his patrol car without wearing his seatbelt. The event took place just outside Detroit, in the United States, where all drivers are required to wear a seatbelt, even police officers. We're not really sure of civilians are allowed to stop police vehicles, but we're pretty sure this policeman's commanding officer is going to see this clip, eventually. We're wondering if he's going to take any measures regarding this matter.
